1. Items from Previous Meeting (13/11/06 )

 

 

The proposal was for the CIUG (Coode Island User Group - which meets once every two months) to be used partly as a community forum. T.P noted that sometimes there are common community concerns such as foam availability.

 

ACTION: 

I.R to ask CIUG if part of their meeting could be open to the public to address some common public concerns. Community Liason Committees and the public would be invited. I.R to table question at next CIUG meeting scheduled for April 17.

 

 

Truck routes:

 

To/ From Huntsman – Footscray Rd/ Buckley St / Geelong Rd / Sommerville Rd.

 

To/ From DOW – Weekdays between 6:00am and 8:00pm, and Saturday between 6;00am and 1:00pm: Route is Footscray Rd/ Moreland Rd/ Whitehall St/ Francis St/ Williamstown Rd/ Princess Fwy/ Kororoit Creek Rd.

All other hours – Route is Footscray Rd(eastbound)/ Bolte Bridge / Westgate Bridge / Princess Fwy/ Kororoit Creek Rd.

 

  • Regarding To/from DOW, V.G asked if Marstel could approach DOW and ask if the route along Francis Stcould be diverted and could a DOW representative address the group in person.
  • Action: I.R responded that he would approach DOW to seek a response.

 

 

  • IR also informed the group that he had talked to the truck drivers who currently use the BolteBridgealternative during the hours above and their comment was that the run up onto the bridge is difficult for trucks to gain speed, and would be an increased risk in traffic during working hours Monday through Friday. The drivers wished that this opinion be heard by the community.

 

 

 

 

A.C. noted that the group is anxious to see the website up and running.

 

 

 

 

2. Environmental Improvement Plan.

 

Items for comment

 

1.2 Phenol scrubber test is overdue and will be conducted as soon as practicable.

 

1.3 Leak detection testing update- Each round of testing involves 685 test points. There have been 4 rounds completed so far. Results have revealed only 12 points recording a reading on the VOCs meter, none above the site threshold of 1000ppm and the majority of the 12 leaks detected occurred following plant commissioning in 2005. Marstel proposes a change in the frequency of testing from quarterly to six monthly, whilst continuing to cover all points. No objections from group.

 

1.4 Combustor monitoring so far has confirmed that the site is within its licence conditions.

 

2.1 Waiting for advisement from City West Water about ability to connect to new pressurized sewer.

 

2.2   and 2.3 Groundwater wells have been installed and sampling has commenced.

Quarterly event. May-07 next sampling and testing.

 

2.4 Clean storm water collected in the bunds. Tested by external laboratory and was found suitable to be discharged to the river. This has occurred twice in the period. (Nov ’06 and Jan ’06).

 

2.5 Capture roof water – estimated at $2300 for 2000 litre tank. Some of this water currently used on garden. Review feasibility in 12 months time.

 

3.2 Completed. Minimal waste generated. To be recycled where possible.

 

3.3 Segregation of office waste occurs. Kitchen segregation needs better management.

 

4.1 Gas consumption – see if the gas consumption chart can be improved to make the chart easier to understand. Want base data so we can look for improvements. Group came to conclusion that because the combustor is only started when there is waste gas to be destroyed, there is minimal improvement to be made.

 

4.2 Nitrogen consumption graphed – usage outside of groups’ control.

 

4.3 Water use – continue to monitor, graph and trend.

     Electricity usage – continue to monitor, graph and trend.

 

 

 

 

3. Operations Report – refer attached bottom of this report

 

Comments:

 

Worksafe Major Hazard Licence: Due to have annual inspection late March but has been  deferred at the request of WorkSafe till May.

 

Generator failed to start. To rectify the generator will be started each and has been put on the weekly checklist.

 

 

 

 

 

 

 

4. Environmental Audit Program

 

Draft program presented to group. Structure incorporates four sections of environmental audits of varying frequency from three months to yearly. Compliance with program will support proposed future application for EPA accredited site.

 

V.G asked if the EPA would accept community input into the decision if they should have an EPA accredited licence. T.F. acknowledged that community input would be sought.

 

Asked about training program for operators and how that fits in. I.R commented that since operators had received an 8 months training program prior to the commencement of operations in 2005, that some re-training had occurred through the auditing of important operational procedures.

·         Yearly Combustor Validation program completed in August ‘06

o        All results within maximum emission rates specified by EPA licence

o        Full report available

 

 

·         Groundwater monitoring – Round 4 completed September ‘06

o        Annual report   issued and available – “no adverse impacts to the groundwater occur from activities at the site”

o        Recommendations to continue monitoring quarterly for further 2 sessions with a reduced analytical component.

o        Terminals Ltd groundwater trench – access granted by Marstel to assist in digging and filling of trench on boundary.

 

 

·         Eight (8) ships discharged into Marstel for the period

·         One (1) ship received export product from Marstel

 

·         Investigation into 2 new tanks on existing bases in Bund 4 West

 

o        Works Approval Application will be prepared with assistance from P.J.Ramsay

o        EPA Accredited Licence – 4 stage application.

·         WorkSafe Major Hazard licence work continues – Visit 13 Feb

 

·         Sewage connection (Access to easement issue between City West Water and POMC).

 

·         No injuries on site for period

 

·         Two incidents

o        Power Blip 10 Dec tripped compressor – reset then re-tripped -activated Fire alarm after 40 minutes– MFB attendance

o        Power outage 16 Jan – Back-up generator failed to start – MFB attendance – fault traced to wiring - corrected.

 

·         Two discharges of bund water into River after clearance by testing.

·         Propylene Oxide Scrubber caustic/ water removed and processed off-site, quantity 55,000 litres. This is the first replacement since March 2005. Caustic replenished into scrubber, 3000 litres.

·         Liquid waste generation: Bz/ water 7000 litres, Phenolic water 3000 litres. Processed off-site. Nufarm believe they can take Phenolic water next time. Huntsman system unable to take currently. Waste generated from 18 months of operation.

 

 

·         Carbon Bed condition – tested bed discharge TOC 500ppm. As per Works Approval Licence, when the vapour emitted from the bed exceeds 10,000 ppm, the bed changeover procedure will be initiated.

 

Upcoming:

 

·         Road transport – Bluescope BTX – approx 50 trucks diverted from Huntsman to MarstelCoode Islandfrom March 11.

 

·         Tank CD4 to be cleaned from Feb 12

·         Technique minimizes water usage through recirculation, contaminated water processed off-site.

·         Vapours treated by carbon beds, ultimately extremely lean vapours before tank opening for inspection.
