1. Items from Previous Meeting ( 21/05/07 )

 

 

The proposal was for the CIUG (Coode Island User Group - which meets once every two months) to be used partly as a community forum. T.P noted that sometimes there are common community concerns such as foam availability.

 

ACTION:  

I.R attended the June meeting and put the request to the CIUG. The response was that there are more appropriate forums to raise the concerns in. The suggested format was the Port of Melbourne Corporation meeting, however M.I stated he believed the December 2006 meeting was the last POMC meeting held. I.R advised he believes the group is reforming. Action: IR to check

 

 

Truck routes used from Coode   Island to customers: listed in previous minutes.

 

  • Discussion regarding whether the Moore Street/Ballarat Rd / Geelong Rd route could be a suitable alternative.  
  • Action : T.P has spoken to the transport manager who confirmed that the census data is used to for population so it is not possible to calculate density along each route. He will try to obtain a copy of the council’s long term option- The Eddington Study and distribute. He will also try to obtain council’s stance and communicate it to the group.

 

 

2. Environmental Improvement Plan.

 

Items for updating:

 

1.2              Phenol scrubber testing was completed last week of May 07. Environmental Testing Consultants (ETC) assisted with the testing. Results were well below the licensed quantity. Phenol scrubbers are to be tested again late 07/ early 08.

 

 

1.3        Leak detection testing update- Marstel has changed frequency of testing to six monthly, whilst continuing to cover all points. This was done on the basis that very few leak paths were detected in nearly 3000 tests over 12 months, and all were corrected immediately, and have not repeated. I.R confirmed that July/ Aug testing had begun and was approximately 50% complete. The balance should be completed in the next few weeks. So far no leaks have been found.

 

2.1               City West Water has recently invited applications to connect to the new pressurized sewer. City West Water would also like tested and clean storm water to be pumped into sewer via a trade waste agreement. Marstel currently discharge tested and clean storm water to the Maribrynong River .

 

Action : I.R. is waiting on a quote for a tank including macerator, this should be received shortly and then an application can be sent.

 

2.2        A further round of Ground Water testing was completed in May and all results are ok and no concerns raised.

 

2.3        I.R advised that 7 points are currently being monitored and after discussions with Peter Ramsay, it has been decided to monitor 4 points every 3 months. Discussions are currently underway to push the testing out to every 6 months.

            I.R reiterated that in all the time of testing there has never been any cause for concern.

            I.R is to check with Peter Ramsay if tests results are sent to the EPA.

 

 

3.2        Phenol Scrubber waste- I.R commented that a customer may be able to take, treat and re-use the phenolic water generated by the scrubbers, of which there is only a small quantity generated.

 

 

4.2               Utility Usages

 

Water use – continue to monitor, graph and trend. Noted that usage is low and that peaks are regular. I.R advised this is probably due to fire & deluge testing. Advised operators make sure we are testing systems sufficiently but use as minimal water as possible. Water graph peak was commissioning of the tanks.

 

Action: R.B to expand water graph to show better trend.

 

Action: Rain water can be put into the fire system however it must be clean. The concern is that any debris in the water may block the pump.

 

 

Electricity usage – continue to monitor, graph and trend. M.I. asked if the electricity can be converted to energy (Mega Joules), so we can determine the amount of greenhouse gas produced.

J.T asked if MPI reporting is required with greenhouse gas emissions and T.F commented that normal emissions are reported.

 

Action: I.R. to investigate method for calculating Greenhouse Gas emissions for sites’ usage of electricity and gas.

 

 

Nitrogen Usage Graph- the left hand side is to be expanded so we can see more of a trend.

Action- R.B to edit graph before next meeting

 

 

 

 

4.5       Offsetting of company vehicles emissions

 

Action: I.R to talk to greenfleet regarding off setting the emissions of company vehicles and ask questions about locations of trees planted.

T.P suggested greenfleet.com.au may be useful. After due consideration of Greenfleet option, Marstel have decided that other community initiatives that are currently undertaken (eg   support of The Variety Club, Apex) by Marstel is sufficient.

 

 

 

 

4.6        Investigate potential alternatives to using road tankers for transport.

 

I.R met with Peter Harry from Port of Melbourne Corporation who supplied copies of the Port Development Plan 2006- 2035.

 

Action: I.R shared the reports from Port of Melbourne .

M.I. to draft letter to customers regarding pipeline opportunities and bring along to next meeting.

 

 

 

 

 

 

 

3. Operations Report – to be attached to sent minutes

 

Comments:

 

Work Safe report was made available to the group. Overall a positive report. One area that requires attention is the document and recording systems, which is consistent with the maturing of a new operation. WorkSafe complimented the Marstel Operators on their knowledge of the procedures.

 

  • As a result of a customer need, Marstel have been asked to swap the duty of some tanks. There will be no change to the emissions or risk and no additional cleaning of tanks is required.

 

 

 

4. Environmental Audit Program

 

 

An Environmental Audit Plan has been implemented. The EAP is one of the cornerstones of the EPA accredited license application.

 

 

Other Business

 

 

  • I.R’s mobile number is to be added to the agenda.

 

  • I.R provided update on Marstel Terminals latest projects and developments including the recently acquired Bell Bay Terminal and the proposed Newcastle site.

 

  • J.T queried if PACIA could regularly attend, I.R comments that Pacia will attend if they are required. I.R is to contact PACIA and communicate their response to the group.

 

 

  • Cotton Mills development- T.P advised that the council’s enforcement people found people living in a commercial area and infringement notices were issued. As a result an application has now been put into council to allow units to be occupied. The Port of Melbourne Corporation has objected to the occupancy of the units.  

 

  • T.P distributed emergency management information which has been given to all residents. The current population is approximately 60,000 and up to 10% of these are new arrivals. Findings suggest that the majority of these people are not aware of how to access emergency services, which was the reason that the emergency management information was produced.
