IR welcomed everyone and explained the night’s agenda, which included presentations from other Marstel sites.

2.   Review of Actions arising from Previous Meeting Minutes ( 12/05/08 )

 

Truck routes used from Coode   Island to customers

 

TP stated Council has used the initial submission put forward last year as the foundation for its response to Sir Rod Eddington’s current report recommendations along with any views and ideas captured at the earlier public forums.   TP will continue to update meeting. Cotton Mills Development

 

TP informed the group that the applicant whose planning permit was rejected by council had decided to exercise their right to appeal and had applied to VCAT for a hearing, which is scheduled for Sept 11/ 12. Marstel have supported a submission by the POMC to VCAT as part of the Councils’ case.

 

 

3. Environmental Improvement Plan.

 
Items for updating:

 

1.1        Performance testing of the Combustor was completed in March 08.   The outcome being that the performance of the combustor is well within the EPA licence conditions.

 

1.2        Phenol Scrubbers- Performance Testing is due currently, possibly in conjunction with the next ship discharge.

 

1.3        Leak Detection and Repair – Next round of testing due Sept 08.

 

2.1     Pressurized sewer connection- IR stated that Marstel have placed an order for the supply and installation of an underground tank and pump and connection into the Coode pressurized sewer.

 

2.3    Recommendation from previous groundwater testing report to conduct testing on an annual basis over all wells with a full analytical content. Group saw this as consistent with all prior reports indicating site activities are having no impact on groundwater. Recommendation to be discussed with EPA.

 

2.4     Re-use of captured rainwater from Martel’s site after normal testing procedures have been completed. As only one discharge to the river has occurred over the past three months the quantity of water collected is minimal making re-use for eg Parks and gardens an inefficient exercise. Discharges to river to continue.

 

2.5    Investigate options for capture and reuse of storm water from roofed areas- IR advised this project is on hold at present as it is not included in this year’s budget. The quantity of rainwater is probably not enough to justify tank expenditure.

 

3.1     Quantify waste produced- IR is gathering data to calculate 2007 quantity.

 

3.2     Identify and evaluate waste minimization options- IR confirmed Marstel are committed to reducing waste as much as possible.

 

4.1    Utility Usages: Usages have been consistent according to invoices received. Graphical data to be updated. Action IR

 

6.1     Emergency Response Plan – Plan is currently being updated as part of the Safety Case review and revision for Worksafe.

 

7.1    Environmental Improvement Plan – Group is reviewing at every meeting.  

 

7.3    Environmental Management System: Marstel are completing items required for an effective EMS in conjunction with P.J Ramsay consultants.

4. Operations Report

 

IR presented the highlights of the Coode Island operation over the past three months.

 

 

5. Other Business

 

  • Mobile number of TP & IR to be added to the next agenda.

  • When Industry is Your Neighbour - TP acknowledged Marstel’s partnership and advised that Council has received pamphlet for distribution and is awaiting fridge magnets.   These are to be sent with a letter from the Mayor to approximately 16,000 households and businesses in the vicinity of major industries handling hazardous materials, offering opportunities of assistance in making decisions about safety and inviting applications to participate in the Community Alert Telephone System.

 

  • Sixty-five local and international students from Melbourne University to conduct an “audit” of Marstel’s Coode Island site as a part of their Masters of Environmental Engineering course. To be conducted in late August. Aim is to expose students to a world class terminal operation.
