1. Welcome

IR welcomed everyone and explained the night’s agenda.

2. Business Arising From Previous Minutes

Local Planning Application updates

Student Accommodation  - Napier St

It is understood that the Port Of Melbourne are not objecting, however it is believed that a local resident is objecting. TP to provide update.

Three Warehouses each with Caretaker Accommodation – 9 Aston Street

VCAT decision upheld Council’s decision to reject planning permit.

Lot B 200 Stephen St Yarraville – 66 residential apartments proposal

Planning have received 2 objections: Worksafe and POMC, and were not prepared to issue the permit.
Applicants have now submitted a risk assessment and planners have referred this to Worksafe and EPA for further comment before making decision now due end of June.

131-133 Hyde St Apartments with Balconies and 182 Cowper St

Another application for a commercial premises ranging from 3 to 7 levels that the Planning Dept have received 37 objections during the advertising period that closed 2 weeks ago.
Decision has not been made yet but applicant has decided to make application to have the matter heard at VCAT - no date set yet.

Maribyrnong Precinct (Cotton Mills area) possible re-zoning: Awaiting clarification and update.

3. Environmental Improvement Plan.

Items in plan:

      1.1    Combustor performance testing due currently

      2.1    Groundwater testing – Latest round completed late March - Awaiting report from consultant – verbal report to date that there are no issues.

      2.2    Re-use of collected site storm water - Council to investigate / contact local parks and gardens who may benefit from the clean storm water.

               TP to update.

      6.1     Discussions ongoing with MFB regarding Emergency Response Procedure review.

      7.3     EPA Accredited Licence application being drafted.

4. Operations Report

IR presented the highlights of the Coode Island operation over the past three months and expanded on some points.

-           Major Hazard Facility Licence grated for 5 years – unconditional.

-           MacKenzie Road narrowing project to commence May 2009.

-           No. 1 Maribyrnong Wharf refurbishment project by Port Of Melbourne – out to tender - logistics of scheduling work between shipping will be a challenge.

-           Local councillors and town planners visited Marstel’s Coode Island facility in late March – response - informative and enjoyed by all.

-           Emergency Exercise planned for Coode Island in late 2009.

-           Short update on Marstel Bell Bay , Bluff and Newcastle sites.

-           River dredging completed – river open fully from May 18.

Marstel Terminals Management Team

Attendance and presentations may be scheduled for the November meeting.
