1. Welcome

IR welcomed everyone, in particular Allison from the EPA, who will be the EPA’s Client Relationship Manager for Marstel Terminals.

 

Ian explained the night’s agenda.

2. Business Arising From Previous Minutes

Local Planning Application updates

Student Accommodation  - Napier St

It is understood that the Port Of Melbourne are not objecting, however it is believed that a local resident is objecting. TP to provide update.

Lot B 200 Stephen St Yarraville – 66 residential apartments proposal

Council Planning have received 2 objections: Worksafe and POMC, and were not prepared to issue the permit. Applicants have now submitted a risk assessment and planners have referred this to Worksafe and EPA for further comment before making decision.   Applicant has requested a copy of Mobil’s Safety Case.

131-133 Hyde St Apartments with Balconies and 182 Cowper St

An application for a commercial premises ranging from 3 to 7 levels that the Planning Dept has received 37 objections. VCAT hearing set for 14th, 15th Sept 09.

Maribyrnong Precinct (Cotton Mills area) possible re-zoning: Awaiting clarification and update. Worksafe looking to provide guidelines to Council planners.

3. Environmental Improvement Plan.

Items in plan:

      1.1    Combustor performance testing scheduled for Sept.

      1.2     Monitoring emissions - due next phenol ship, early Sept.

      2.1    Groundwater testing – Completed April.

      2.2    Re-use of collected site storm water – Samples taken early Aug.

      6.1     Emergency Response Plan – awaiting MFB comments.

      7.4     EPA Accredited Licensee application – targeted for 2009, most likely to be rescheduled to 2010.

      8.1     Minutes on website – discussions on level of minute recording on website.    It was suggested that the minutes be made into a report for the website and the actual minutes be circulated by email. Ag reed. Action: I.R

4. Operations Report

DB presented the highlights of the Coode Island operation over the past three months and expanded on some points.

  • MacKenzie Road narrowing project now rescheduled from 2009.
  • No. 1 Maribyrnong Wharf refurbishment project by Port of Melbourne – IR & DB visited Port Botany to evaluate their multi stage manifold operation.   PoMC are scheduling logistics meetings to co-ordinate the wharf refurbishment.
  • Enquiries received regarding vacant land, possible future customers
  • Huntsman has recommenced receiving BTX after ethane pipeline outage
  • Marstel hosted a visited from the Port of Melbourne Corporation sales representatives.
  • Emergency Exercise planned for Coode Island in late September 2009.
  • Audit completed by DOW Chemical auditors and their surveying company (SGS) on end of month calculations.
  • One incident – MFB false alarm caused by security guard curiosity

5. Other Business

5.1         Short update on Marstel Bell Bay floating roof installation.

5.2         Short update on Marstel Port Alma (Qld) Terminal recommissioning.

5.3         Update of Marstel’s efforts in working with one of the Western Bulldogs “engaged communities” programs.
