1. Welcome

 

IR welcomed everyone and explained the night’s agenda.

 

 

2. Business Arising From Previous Meetings

 

Local Planning Application updates

 

Student Accommodation – Napier Street

Andrew made inquires and has seen designs    Changes are cosmetic only at this stage. Permit has been previously approved.

 

Lot B 200 Stephen St Yarraville

VCAT made decision to deny planning permit citing proximity of Mobil Terminal.

   

131-133 Hyde St – Apartments with Balconies and 182 Cowper St

Amended plans for warehouse and industrial units (with balconies removed) was submitted to VCAT.   Approval was granted for 37 warehouses and industries over 4 levels.      

   

 

3. Environmental Improvement Plan.

 

Item:

1.2 – Completed Dec 09.   Results well within EPA licence.

1.3 – Completed   Feb 10.

2.1 – Next round April 10

2.2 – 2 discharges  to river for  Feb/March 10 .  

3.1 – No BZ/BTX on site.

5.0 – Remove from list

7.1 – To be reviewed as part of Management of Change for possible new chemicals into tanks CD3, CD4, CD5, CD6.

7.2 – to be reviewed through Management of Change process as with ERPP

7.3 – Plan in use.   Framework developed.

7.4 – Targeted for 2010    

           

4. Operations Report

 

DB presented the highlights of the Coode Island operation over the past three months and expanded on some points.

   

-           Huntsman Chemical Company has subleased tanks CD7 and CD8.

-           Ex Benzene tanks have been volume washed and cleaned out

-           Design review completed for tanks CD7 / CD8

-           No injuries on site for the period

 

5. Other Business

 

Jeff Hibbert (Marstel Engineering Manager) will give a presentation on the tank inspection process at the August Meeting.

 

A request from the Meeting that the November Meeting be held at the Altona Site, with opportunity for the Committee Members to have a site tour, prior to the commencement of the meeting. Action: IR

 

Correspondence received from EPA Victoria regarding EPA and the Community Liaison Committees was distributed and discussed.

 

The Worksafe Fact Sheet, ‘Major hazard Facilities – Land use planning near a major hazard facility’ was also distributed and discussed.

 

Marstel community involvement:

 

  1. Western Bulldogs “FRESH” program – Marstel assisting program through guidance to students on business matters.
  2. Galvin Park Secondary College – Landscaping of areas on the perimeter of the Altona site
  3. Financial support of OXFAM 100km run/walk completed by a Marstel employee

 

Water Catchment Opportunities

 

Marstel to investigate use of office area roof rain catchment for supplementing   water supply to the amenities used by operating staff at Coode Island.  More information will be presented when available.

 

Marstel Site Updates

 

IR gave an update on the Port Alma, Bell Bay, Altona, Newcastle and Bundaberg sites.

 

Utilities

 

Quarterly usage figures for Gas, Electricity and Water charts were presented and discussed.
